pimplēmi (to fill, to fill completely) is used throughout Luke-Acts for the Spirit's filling. The passive voice again indicates divine action: they were filled by the Spirit. Acts records multiple instances of this filling (2:4; 4:8, 31; 9:17; 13:9), suggesting it is not a one-time event but a recurring experience for those who are open to it.
Pentecost is the birthday of the church—but it is also the fulfillment of an ancient promise. Joel had said 'I will pour out my Spirit on all flesh' (Joel 2:28); Ezekiel had promised new hearts animated by the Spirit (Ezekiel 36:26–27). The tongues of fire, the wind, the languages—all of them signal the arrival of the new creation age.
